I have never actually played Outfoxies, although I will rectify that error soon. However, thanks to Toxico's praise of the game I feel like I've already invested hundreds of hours.

In honor of Toxico and the Cafe, I played a round of the Outfoxies at Mikado, which they either had on display in light of the re-release, or always had out and I just never noticed. This kind of made up for the fact that they haven't had SF Zero 2, Moero Justice Gakuen, or Medieval Madness/Attack from Mars pinball out for a while.
I should probably just link a Toxico post, but instead I'll just comment that it's a 1995 game that feels like a 2001 GBA game in the best possible way: high-end 2D sidescrolling setup but for a versus mode, an ever-expanding (zooming out) camera to track your assassins as they run around an arena looking for clever new weapons to attack each other with, and tilting/rotation motions that really only SNK and maybe a few Saturn games were doing convincingly for 2D action at the time.
I had fun as Betty Doe and in one credit had the good time of slapping, swing a sword at, throwing numerous crates at, shooting at, and throwing grenades at my opponent, while watching them fall into a shark-filled aquarium, dodging a downed helicopter that I guess had fallen inside, and getting swept around by huge waves of water that had overflowed. I lost and am not sure what happened, but if there were an online mode one day, it would be the perfect MMC lagfest game!
It's funny to think that despite the very early start to one-screen 2D versus action fighters with the original Mario Bros. and probably others, it never became much of a genre, with 2D fighters and 3D shooters dominating instead. I feel like I'm finally enjoying a better version of the legendary (to me?) DOS versus 2D action fighter, Marshmallow Duel!
Edit: I remembered it's not even Mario Bros., it's Super Mario Bros. 3's versus mode, patterned after Mario Bros., making this an even rarer style of game than I thought. I guess Smash is sort of the successor to Outfoxies and Mario 3 versus, but the stages don't feel as much like true platform levels.

I am no means now an Outfoxies expert, but my initial thoughts are that it is wildly ambitious and absolutely gorgeous.
Gameplay wise, I wouldn't say that it bit off more than it can chew, since that would imply there was something left over. Instead, it stuffed everything into its mouth at once. As one of the first of this style of fighting game, it was making up the rules as it went. It may not always work, but you can tell the creators were having a blast anyway. You can climb into an airplane turret or throw pies at your opponent. You're rewarded for your creativity by your opponent juggling you with a machine gun, but you were able to style ineffectively for a moment, and that's the important part.
Visually, this game is a delight. The stages are gigantic and are never static. Whether you are in a moving train or hopping around on a taxidermy whale, everything is either moving, rotating or blowing up. The stages may not be "fair" but they are creative. The motely collection of assassins in the cast never developed the following other fighting characters did, but they are all distinct and never get lost in the constant on-screen chaos.
I'm glad I finally got a chance to play Outfoxies; it's every bit as odd as I had dreamt it would be.
