It's probably a supposedly fake pic of the XIII debug bios. IF the pic where legit, then that would mean that the character named there are addressed in the game (aka, they "have a reserved seat", so they either exist now, or could do so in the future). The pic is just too close to 4/1 to be believable, and I doubt that the guys from HEY arcade leaked a debug bios usage pic.
Oh, also some ugly fan sprites are have been in the net for some short time (again, 4/1 material), but I'd rather forget that I saw them for my own well being.

For those who don't know what's the deal about "the debug bios" (like, Iggy-yan over there): Is a chip that allows usage of some menus where you can access things in the game almost completely (even some details that the developers didn't want you to see). It was thanks to those bios that people "know" of unused things in games (like, a bunch of special moves in 96' that weren't included due to time restraints, or Bosou Iori on 02'um)
here is a small 3 minutes video about a bios being applied.
As a fun fact, previously the bios have been used for both, good and evil... Evil like, unlocking bosses or unlimited power bar in neo geo games, and Good like, unlocking censored content of some games (Samusupi zero supe comes to mind)).
