Your shading needs a lot of work. Her pants don't look like they're moving so much as shifting in color every frame. I'm assuming you wanted them to have a billowing effect. It's not too convincing. Also, her arms and legs barely move at all. She's just sort of bobbing up and down without anything moving. Except for that ponytail. It shouldn't be whipping around like that. She isn't moving around enough for that kind of motion to occur. If she were maybe hopping up and down (like Robert in KoF 99-2002) it would make sense, but here it doesn't.

As for how she appears, there are a few issues. One of her arms is in a really weird position. Is it behind her hair? It just looks odd. Why would she keep it back there? The other arm is okay except for the hand. I'd also suggest working on her coloring more. There's shading on her arms but not her face. Fix that. Her outfit's kind of generic, too. Just a variation on a karate gi. The colors you used for it are kind of blah, too. Purple and blue don't go too well together, at least not those shades.

Basically, it's the same as when you did the Fighter's History sprites. Your concept of shading is really lacking and there's barely any motion in the characters.
