I spent years tracking the game down before finally getting it through Yahoo!Japan Auctions. It's incredibly obscure and long out of print - You will ABSOLUTELY POSITIVELY NOT find an American import store online that carries it. Buy-Rite lies, so did NCSX before they took it off their listing.
It has no relation to KOF whatsoever. You play Athena, as a schoolgirl who begins to develop psychic abilities, which you can use in several ways. You can read people's minds, or use Psychometry on some control panels to figure out how they're used, and so on. Battles are incredibly few and far between - I never beat the game, but by the time I reached the third chapter, I think I had dealt with maybe three fights total. The control scheme and navigation works a lot like Resident Evil's; Psychic abilities require mashing buttons in a certain timing sequence. If you screw up the sequence, it hurts Athena's mental endurance. Once all of her mental endurance is gone, Game Over. There is no HP.
Kensou is also there, and refers to himself as Athena's protective knight, even though she does most of the protecting. He does demonstrate some strong psychic ability near the end from what I read in the strategy guide and heard on the drama CD.
All in all, it's a short but very well made game. I think it could have been a huge hit if it had only been marketed more widely. This could have a lot to do with the fact that it was releaed in Spring of 1999 when SNK was in the middle of being bought out. At any rate, I hope this info was helpful.
