Someone recently gave a computer as a gift to replace the broken ones. It's Win98 and only producing 16 bit color. How do I increase it without having the Win98 disks?

You may need to install updated video card drivers in order to do so. On older platforms which do not come with more comprehensive driver packages, many video cards will be detected as some generic video output; something which the system will be able to use to display stuff.

Exactly how would I go about that?

Do you know the maker of your video card? If you don't, I'd suggest cracking the computer open and finding out. They should have a webpage where you can download the drivers in a package that will install itself on your machine and you should be all set after a reboot. If you can't find a website for the maker, I'd suggest googling the video card name and you have a good chance of finding some info on where to track down the proper drivers.
