There aren't any others as good as mugen... but there is UFGE- Ultimate Fighting Game Engine, Street Fighter Remake, and Enterbrain's 2d fighter maker that a couple doujin games use.

There are plenty of engines out there that had support for almost anything that MUGEN could do. If you're just getting into fighter-making then I reccomend visiting www.thegaminguniverse.com/forums / and checking out the UFGE and Dragonball REMIX sections.
