Well, you have to remember, this is KoF, not a vs game. The reason for tagging is the same reason for specifying the team order in all rpevious games, to tailor matchups. You don't want to lose your fireballer if someone like chang is coming in, and so forth. Granted, if a character is still in with only 5% health, they're doomed anyways, it might be important to keep that person alive, if it comes down to the wire and you have a dm stock lying around. Likewise, you have to consider that some chars can obviously combo better off a tag in, or that new tag attack thing. If it's Kim kaphwhan, it's a close match, you never want to throw him away, no matter how much life he has left.

On the select order screen you can read that it says "A button -> leader"; so I'm possitive that you can switch leaders from battle to ballte.
Well, not that we are at it I will add that my biggest rant about the game is the futility of keeping a character alive.... What I mean is that if one of your guys gets to 5% of their energy there is no practical use on changing him; it's better to let him drop death to add an extra stock, you could lose the "special tag out" thing but that's not the biggest thing on earth...
The one expetion will be if the machine is set to "leader death -> game over"; the other use will be to avoid the character guard crush; that is unless the whole team "shares" the guard; in that cazy playmore -> lazy as hell.
You can't change leaders during battle. You can change normally by pressing bc and cd without wasting a stock so if you feel that you want to use your dead-beat character later but don't want to use a stock then do that...but players can still attack while you are in that changing movement. There is no such thing as leader death- match over. 2k3 is a pretty fun game, and Playmore definately isn't lazy on this one..they took a good time making this..redoing character moves, art, animations, voices, music and decent bgs to boot.
