It was known that Rockstar had the US publishing rights to the game... and it seems they are taking advantage of that. It's a little unclear in the article... but I'm pretty sure they're just finishing up the game where Capcom left off, I doubt they'd rebuild it from scratch

"Angel Studios" is the same thing as "Rockstar San Diego"... so the developer is the same I guess.
