Meh, liberal guilt doesn't have to end at the plight of dirty peasants, you can take pretty much any facet of life and find something to feel bad about. Like, ummm, the terrible environmental toll that the empire's war effort is taking on the once beautiful land, or perhaps the general maltreatment of a labor race seen as 'inferior' and thus, not worth the time to educate/etc (and hey, one of the chosen ones could secretly have been fathered by someone of that race! Woo, now it’s personal!). Or perhaps just the disparity of the resources expended on the training of the protagonists as compared to the plight of the average joe. No real evil has to occur, they could easily just be horrified by how much was spent on building them up to be little more than a symbol. Of course, then there would be the question of weather that cost is worth the hope it gives the people. Is it truly worth even more than the food/training the cost of purchasing said hope could have provided? Dun-dun. Or mebbe politics engineers a fall from grace, forcing our heros to take refuge with the rebels, who slowly wean them from the empire’s brainwashing. Or perhaps one of the members is actually a plant, trained from birth to trick the selection process so as to be put into a position to take the system down from the inside, that sort of thing. wooh, go cliches!!

hmmmm this reminds me of something
i was reading one of those "rpg cliche" pages a couple of months ago, and it said something about the hero "always being right." so that gives me an idea for what you're looking for
how about on their job, instead of having them find out some atrocity the government has done / been doing, they're the ones that does something extreme and illegal. you could have the reasons behind that whatever. either take Ishmael's advice and have it for personal gain or maybe it was something they truly believed was correct. try not to have it one of those things that "couldn't be helped" though. if it was something that the main character(s) did by choice, it might put a better spin on things and make it seem less cliched
i dunno, i'm just spoutin ideas

read that page with caution though. first, it can be annoying. it's full of a lot of stupid shit like "in every rpg, a sword is always a weapon." well, no shit, eh, motherfucker! also, it's full of spoilers and doesn't even warn you when they're going to announce one. no decency

Ack... from what I've planned, the good guys can't have personal gain for motivation... well, maybe just a little. >_< But good inputs from you guys so far, thanks!
Naruto: "Peace Project", eh? Hmm... Jason: Hmm... the "planted" guy looks like an interesting angle. Ishmael: No political gain for them. =(
Kryzwe K. Man: Why would the government go after them if they're loyal at first, though? I mean, the government themselves appointed the guys... why the need to control them? JJJ: Illegal? I'd like to here that angle. :) I also like the idea of the side-changing as personal choice rather than forced into it. Omar: Hmm... the martyr thing sounds like a nice twist, but I'd think it would work better if the martyr chosen was a peaceful town... People seeing their heroes die would get discouraged rather than get furious. Kaepora: Change Neighboring Country into Stupid Little Rebels. That's probably what I would also go for.
Anyway, here's part one, ending a little before the fab four calls it quits.
Setting - Island Nations, all-Human population, no strange monsters. Your General RPG setting with an amalgam of East and West mythologies.
Rudy Bowman - country guy, secretly trained to be a Shaman. Goes out to the world to look for a famous Shaman, who has been missing for a long time. Timotheo - Mage with Fire proficiency, left before graduating to practice the physical aspects of combat (Swords) Fei - Monk (kung fu) prodigy. Left the monastery on an errand still unknown to party. Lived in the monastery all his life, has only a bare knowledge of the outside world. Also the youngest of the group. Ki - Also a Monk prodigy. Female. Can be thought of as Fei's sempai. Zill - ninja spy from neighboring country B. Sent to hero country A on mysterious reports of monsters. (country B has suspicions on whether the monsters were actually a magical plan used by country A to conquer them. Other factions within country B thinks they could use said monsters to conquer country A).
Here's what happens: Bowman leaves countryside, meets Theo in a caravan. They arrive in casino town, where they accidentally gets drafted to the town defense force, on numerous accounts of strange monster appearances (actually Harpies). They also meet four Monks who came from nowhere who won't say why they're there (Ki and Fei are two of 'em).
Said defense force advance unwaringly into mountains (reported HQ) to investigate, only to find out it's one mofo of a base (Think 2 squad of Marines stumble into two Zerg Hive's worth of monsters).
Fortunately, with Theo's and Bowman's magic, and the monks' fighting game prowess, they manage to retreat while killing a lot of Harpies in the process. Harpies mount a serious attack on Casino Town, but Theo displays some cool defensive tactics to fend them off, in time for the National Army to arrive. Peasants say, "Yay for the heroes!" Two of the four monks die =(
They get escorted to the Imperial Capital (every country's gotta have one), where the council declare them National Heroes.
Theo: Cool! Bowman: What...? -_-" Fei: uhm.... okay, I guess.... Ki: ..........
They also find out about Bowman's magic (In this story, Shamanistic magic is very different from normal magic), and they suddenly become greatly interested.
