I'm thinking he's doing some characters he didn't get around to doing the last time, which seems to be the case because he didn't do Yashiro, Iori, or Mai during KOF '02 (as far as I remember anyways). If this is true, he did Vice previously, and probably won't be doing her again.

Kyo's team - Kyo, Benimaru, Goro
Female team - Mai, Yuri, May Lee
99 team - K', Maxima, Whip
2000 team - Ramon, Vanessa, Seth
2001 team - K9999, Angel, Kula.

Or maybe King, who doesn't appear in any team like Shingo.

Uh huh. Ryo looks darker in Buriki One (and in Wild Ambition if I'm right), the only games to feature an adult Ryo (the age he should have in KOF, actually).
