Windows XP has no method of selecting anything other than those three color schemes for the XP visual scheme, and there is no way to edit those without using another program/utility/hack. I have never seen any other "XP theme" available that hasn't been tied to another program, such as the ones mentioned by others here.
You can mess around with a lot of the other menu colors, the icons, highlight colors, title bar font, and such by clicking the "Advanced" button (which just brings up the old way of doing it). However, you can't change the color of the Start Menu, Start Button, Title Bar, or window buttons (Minimize/Maximize/Close) since they are actually graphic images that are drawn over the boring window.
Well, you can, but it won't show up since it's always covered up by the XP theme images.
