Does that mean creating a new character or draw one that is existing?

Man, look at that long list of "Terms and Conditions". For some reason, I am willing to bet the message "You will draw to us for free! There is no Capcom T-shirt, stupid!" is hidden some where among there.

It's a "fan-art" contest so you'd draw their characters. There's only like 9 people you'd be competeing with, and the terms grant one of you the prize (or two). I know alot of you already have completed capcom fan art

While art contests are always cool, anyone else think the prize is a little weak? Now if the t-shirt was in white and signed by somebody, or had a, "I won the Capcom art of the month" thingy on it, then it would rule.

I just read the fine print before sending off my entry and it turns out that winners only recieve an Extra Large size shirt... what the hell? Do they think all fanartists are fat? Maybe if I can shrink it in the wash, but that still is pretty stingy.

All promotional shirts are XL. They are probably too lazy to ask you your size and they think its better to have a shirt too large than too small. That reminds me, I need to actually WEAR that shirt that came with Alpha 3 Upper...
