Since it’s summer: post e3, that generally means that we’ll be facing a gaming drought for the next few months, so I thought it’d be interesting to recommend some software others may have missed. This thread is aimed at stuff that can be easily purchased or found (think Best Buy or Babbages), so not things you have to search various import shops and eBay to find.
I’ll start it off with some titles I found to be pretty good.
R.A.D – PS2 Controlling a huge robot with an innovative method and fighting huge monsters while ripping off Evangelion. I maintain the voice acting was purposely terrible.
Suikoden 3 – PS2 Although the gimmicky battle system wasn’t as good as past Suikodens and the ending was obviously thrown together, the overall game is satisfying and fun. Warning: Konami may have discontinues this.
Dark Cloud 2 – PS2 This game is ridiculously addictive. Like every game that tries to use monster abilities, it fails horribly in this regard and the plot is too saccharine; but the rest of the game is pretty close to perfect.
And some stuff to AVOID Wild Arms 3 – PS2 Boring graphics, boring plot, generic characters, you max out your weapons 40% through the game, you can’t run from battles until you find a spell that lets you, ship fighting is incredibly tedious, random encounters while solving a puzzle are way too frequent. I really can’t think of a positive to this title other than that fighting on horseback was kinda cool.

Hmm.. What games have I played lately that people here haven't already gone crazy over? Let's see... All of these games can be attained for $30 or less if you poke around!
Ikaruga (GC) Yeah, that goes without saying.
RalliSport Challenge (Xbox) This is the most fun I've had with a racing game in a really, really long time. It's a blast, and the sequel is gonna support Xbox Live. That should be great.
Way of the Samurai (PS2) I absolutely adore this game. You can finish an entire playthrough in about 2 hours or so, but it's an amazing game with a branching plot that can end a ton of ways. There are lots of swords to collect and the plot can change subtly, so many ways. It's like a choose-your-own-samurai-movie, of sorts.
Mark of Kri (PS2) Very underrated game, cool targeting system! It's not the best game I've ever played, but it's far from the worst, and it's very fun once through.
Sega Soccer Slam (GC, Xbox, PS2(?)) This is one of the best damn sports games ever. I've never enjoyed one so much before. I don't think it sold enough to warrant an online-playable sequel, but I wish. Great for parties.
Sky Odyssey (PS2) This is one you'll only find in the closeout bargain bins. For any fan of Pilotwings, flying in general, or just REALLY, REALLY GOOD GAMES, this is a must-own. Doesn't look like much until you start playing it. It's insanely cool.
Gungrave (PS2) Underrated action game. Playing through to simply just play it as an action game is kinda disappointing, but if you like to beat your own scores in games, you'll go crazy trying to find the most efficient ways through levels to get huge combos. Cool plot, and Yasuhiro Nightow's style is all over this game. Plus Beyond the Grave is a total badass, but we all knew I think he's cool, anyway. 
Damn, there are so many.. I ought to post again later, hehe.
Here's one that's not so easy to find, but worth it.
Jumping Flash! 2 (PS1) I found this for $5 at the EB's huge PS1 used game rack here, and dammit, it's one of the best games I've ever played. It's not exactly challenging but it's so much fun. I heard the 3rd JF, Robbit Mon Dieu, kind of sucked. It never came out in the US so I never played it... I still want a new PS2 JF! someday.

Great thread, Radish. While I heartily agree with many of the suggestions already made (Ikaruga, Suiko III, Soccer Slam, GBA Castlevanias, etc.), I figured I'd make a few of my own.
Bargain bin classics:
Skullmonkeys (PS1): You can find it at most used game stores for under $20. The single most overlooked game from the PS1 era. Why? Because it is a balls-hard old-school 2D platforming game. However, it's done by the Neverhood, the majority of the team responsible for Earthworm Jim. Goofy claymation characters, rock-solid old-school 2D platforming, plenty of "unusual" humor, and possibly the greatest soundtrack in the history of gaming. "Here's a little bonus room 'cuz I know you've had it tough... and here's a little bonus tune 'bout collecting real cool stuff!" (It's all about the Castle de Los Muertos track) Anyone who looks back fondly on the old days of gaming owes it to themselves to play this. (Though I'm sure many of you have)
Vib Ribbon (PS1): Yes, it's an import. However, it can be found anywhere and it's actually a part of Sony's PSOne Books series that retails for practically nothing, so most web sites run it for around 30 bucks. An incredibly simple rhythm game with almost infinite replay value because you can put it in your own CDs and the game will create a level based on each track. Incredibly fun and Vibri the Crack Bunny rules all.
Amplitude (PS2): Wow. Just Wow. If you've ever liked ANY rhythm game, give it a shot. You won't be sorry.
KoF 2002 (DC) and Metal Slug 3 (PS2): Yeah, they're both imports and yes, everyone here already knows how good both games are, but I had to include them anyways. 2002 is most likely the 2nd best KoF (behind '98) in my book and the DC version's got King + Shingo. Yay! And Metal Slug 3 is just pure 2D shmup joy. Both are coming in just 3 short weeks. But you already knew that... 
Definitely worth a rental:
Tenchu: Wrath of Heaven (PS2): The camera's a little shaky and the one-player mode gets kind of tedious after a while (for me, anyways), but it's EASILY worth a rental just so you can play through all of the 2-player co-op missions. Nothing says lovin' like a double stealth kill or watching your buddy hop down off a rooftop and slit some goober's throat. Not worth $50, but definitely worth $5.

Another recommended set of GBA games:
Monster Rancher Advance 2-This game was addicting. I enjoyed it a lot. Of course,with the introduction of the new monster Garu(a cool looking monster),it made the game much cooler. The graphics are surprisingly good. And very lush at times,especially when training your monsters on your ranch,and the seasons change. Garu and Tiger are recommended. It's a good game,and although the crappy TV series was short-lived,this game still carries on it's tradition of the monster-anime genre(Digimon,Pokemon,e.t.c being the others).
Sonic Advance 2-What can I say? Who doesn't love Sonic? I'm a fan. And he's so cool in this game. The graphics are true to the older Sonic's on Genesis,except much more detailed and colorful. I don't care for the new character,Cream,or her little Chao,Cheese. But the originals are here,Sonic(DUH!),Tails(Tails be da bomb!),Knuckles(ditto!) and Amy Rose(she's a secret,found by finding all the Chaos Emeralds with Cream,argh! It's so hard to get them). The only complaint,as I just listed,about this wonderful game is the fact that the levels to score the Chaos Emeralds are much harder. You have to find 7 little star things in each level. And some are hard to get. >_< But definitley a good game to add to your GBA gaming library.

1. Mark of Kri PS2: The game got no love, and was a complete shocker to me last year. I can never recommend this game enough to others. Hopefully the price has gone down. I've seen copies ( used ) at Blockbusters.
I often read in some mags about reviewers experiencing some kind of gaming ectasy or the complete gaming experience. I think this is the closest I've come to that over used cliche. Great fun, and it just keeps getting better as you play.
2. Midnight Club 2 PS2: Forget what you knew about racing games. Throwing this in an occupied city was pure genius. Races with no set course make you WANT to play this game over & over again, and the game ain't easy.
Am impatiently waiting for the Xbox version so I can play it on Live.
This is a game that should get made into a movie.
3. Xbox Live: I will just say that if you don't buy any games right away for your Xbox and like the two games they give it with you, get Live WITH your Xbox, instead of a game.
Some people just go on & on about how great Halo is. It's alright! Get Live though, and it will literally change the experience of any game you buy for the Xbox, that is Live compatatible. Buy an Xbox live game,and you're only getting half the fun.
3. Mechassault: I've gone about this game enough. Get Xbox Live, then get this! The final Downloadable Content is available, and the game rocks even more.
4. Return to Castle WolfensteinXbox & soon PS2: The game that people have moved on to from Mechassault. I have yet to play the single player game, I just play it on Live. I love it!
5. Enter the Matrix All formats: This one is border line. I really think everyone should rent it. The ideas were cool as hell, especially the hacking. But the execution fell a bit short. If you got the extra dough, go for it.
6. NBA Street 2 All formats: By EA BIG, I am not a big fan of sports games. ANything I can do relatively safely in real life, I'd rather do it than play it on a videogame. But this sports game makes laugh out loud it's so cool. If you are familiar with black top street basketball, you'll love it.
7. Def Jam Vendetta PS2: Because any of the older wrestling videogames are hard to come by, and we aren't recommending imports, if you gotta wrestle this is your choice. The plot isn't half bad, the Blazing moves ( finishers ) are funny, the grappling system is half of one, but the music kicks!
By the way, I still find myself hooked by Most Extreme Elimination Challenge on The NEW TNN about to become Spike TV.

Damn, a lot of people already beat me to my recommendations. Well, I've still got a few.
Final Fantasy Origins (PS1) - Old-school RPG happiness, with a SNES-style "16-bit" graphic update. Fun for nostalgia's sake, new if you've never played FF2; either way it's worth a buy.
Fighter Maker 2 (PS2) - Seriously, if you want to kill time, and you like animating 3D models then you can have some fun with this title. It's not quite up to par with any big-name 3D fighters but still fun, once you get comfortable with the camera settings.
Shadow Hearts (PS2) - I wasn't expecting it to be as good as it was. Great story with nice dialogue, a good battle system, and decent music... a bit too short though. Buy it cheap or rent it; it's definitely worth playing.

And now for some PS2 titles:
Sly Cooper and the Theivius Racconus-What can I say? When I first saw previews of the game in some video game magazine,I liked it. Not too mention Sly is a total bad-ass! There are a number of things to do in this game,like acquiring all of Sly's moves,which he learns by stealing pages from the Theivus Racoonus,a book handed down from his family of theives. And each move is totally unique. Not too mention this game relies a lot on stealth(sneaking around,e.t.c.) And the graphics are awesome and cartoony,and the cinemas are very well drawn! Cheers to Sly!
Ratchet and Clank-I knew I had to have this game for my PS2 collection once I saw these two in action. The amount of weapons in this game,is like........O______O. Weapons like the Pyrociter and the Glove of Doom destroy enemies either in 1 second or have really cool effects to go with them! Each world is very diverse,and full of life. And like Sly,Ratchet is a total bad-ass. And for those of you who live in the UK or the rest of Europe,did anyone see that Ratchet and Clank commerical? Some sweet stuff.

Dark Cloud 2 - Miles and miles better than its mediocre predessor, it borders on near perfection. Only the monster transformations stand out as being flawed (but it doesn't really matter because they're just as easily ignored), and the music can get a wee bit annoying after time, but the rest of it is absolutely pure gold through and through. Far more entertaining that Zelda: Wind Waker IMO, and will have you playing a long, long time.
Shadow Hearts - The most underrated RPG on the PS2. The graphics are a bit subpar, and the voice acting is positively horrible (thankfully its very sparse and most of the game is text) but its flaws end there. The story is incredibly engaging and unique, the characters are great, the battle system rules, the music is some of the best ever featured in any RPG, and the script is absolutely fabulous. Failure to play this game means you suck.
System Shock 2 - One of the best PC games ever created, and easily THE scariest PC game ever. Insanely creepy enemies, music, and environments coupled with a surprisingly detailed and interesting story (since its told mostly only through vocal emails and logs found on and around dead crewmembers). The gameplay is similar to Deus Ex in that its an FPS/RPG hybrid, and its done extraordinarily well.
Best of all, it features THE coolest and scariest villainess ever created, SHODAN. I still have nightmares of that bitch.

Funny. I started a thread just like this a while back, and it was completely and utterly ignored. Ah well...
I'm going to third up on Mark of Kri. This game is just brilliant. Awesome and innovative combat system, great story and characters, drop dead gorgeous graphics, and a cool Disney-esque art style. Ah, nothing beats the satisfaction of a good stealth kill....
THe Panzer Dragoon Series: Oh so underappreciated. The best shooter series of all time (and PD Saga being one of the best and most innovative RPG's of all time) IMO. Awesome and mega epic boss battles, superb soundtrack, very cool enemy and dragon designs, and the PD world is one of the most atmospheric among any video game I've ever played.
There's a lot more I could recommend, but they would take too long to all get down.
Edit: BTW, I got my copy of Mark of Kri for about $15. So not only is the game awesome, it's cheap too!

Shadow Hearts was a very impressive game! The story was truly original, which was the thing that really grabbed me.
I don't know how many of you play games on your PC... but a great game that I recently purchased is Tropico! It's a game where you are in control of a tropical island, a la Fidel Castro. It's a lot like Sim City, or Settlers, but the thing that makes it unique is the setting and the things you can do in the game.
The main point of the game is to make as much cash as possible, so that you can store a certain percentage of it in your Swiss Bank Account. There are many ways of making cash. You can mine different minerals, and then build a jewlery factory in order to sell them for larger profits. You can farm a number of different things, including coffee and tobacco, which you can can or make cigars out of, respectively. You can even start a tourist enterprise with huge luxury hotels, casinos, and beach villas.
All the while, you have to keep your people entertained, and fed, give them proper housing, religious facilities, and military facilities. You even have relationships with the US and Russia, and if you piss either of them off, they'll send gunboats to your shores in a classic "show of force". You can even execute people that piss you off.
Anyway, I'm talking too much about this game, but I got it for 20 bucks (that's the Mucho Macho edition, that includes the expansion pack). It's a really good deal, and the graphics and music are excellent. Good for people who like strategy/sim type games.

I'd like to recommend a few, before this thread disappears into oblivion:
Snatcher (Konami), for Sega CD: One of Hideo Kojima's works. It's a picture-by-picture text-type adventure, but from the two (of three) chapters I've played so far, the story is engrossing, the characters are likeable, the music is great, the voice acting is decent -- if you can find it, you'll like it. I found my copy at my local used/import game store -- you might find copies on eBay, but it'll cost you a pretty penny. (And if you don't have a Sega CD add-on, don't worry -- the original disc works with Sega CD emulators.) There were several ports, though I've heard this one is the most complete.
Goonies II (Konami), for NES: Adventure-type game (password save) with side-scrolling platformer elements and first-person-type mazes to navigate and map out. Different enemies and power-ups for side scrolling areas, different tools to try out in first-person view, and even cameo appearances by Konami Man! I had good memories of this game when I was younger -- of course, I also have fond memories of the Goonies in general. Try hunting it down.
Solstice (CSG Imagesoft), for NES: 3D Isometric type adventure/puzzler (no save); you're a wizard trying to recover six pieces of a staff in a huge castle, and it takes brains and quick reflexes to be able to find them all. One of the abilities at disposal is your ability to pick up blocks and place them in other areas to reach places you might not have been able to reach before; occasionally, you'll need to drop a block in mid-air and bounce off it immediately to get to some areas. You also have four potions at your disposal, which only work while you remain in the room you used them in -- one to stop time, one to make yourself invulnerable to enemies (so that you can push them around or even stand on 'em, which you'll need to do at times), one to make all enemies in a room disappear, and one to make hidden stepping blocks appear. Great atmosphere, cool puzzles, infectious music by Timothy Follin, and a general charm that'll leave you wishing to come back to get 100% -- after you get past initial frustrations, of course. One of my FAVORITE NES games. (Of course, that's just me.)
