I watched about eight or nine episodes of this show fansubbed about a year ago. It's the anime for Rockman.EXE/Megaman Battle Network that started broadcasting in Japan around the time that the second game came out there, and the story of Megaman Battle Network 3 (coming out in June) apparently follows the same basic plot as the anime.
Unfortunately, the show sucks. Not really, really sucks, but just sort of sucks. Probably the only good parts of it are the credits and Elecman, because the ending theme during the credits is a nice reference to the sadder portion of the games and Elecman is just a total badass in this show. The second fight between Megaman and Elecman is pretty awesome, but the rest of the show isn't that great. The characters are annoying (even the ones that are cool in the games), the fights don't really exploit the mechanics of the game like the Yu-Gi-Oh anime does, and it basically feels like they tried to emulate the cheap American cartoons that I grew up with. The episodes that I watched were mostly episodic, had idiotic situations, and weren't funny. It also doesn't help that the bad guys from the first game were exceptionally lame, whereas the second game had much better villains (and a better plot, but that's beside the point).
I might watch it on and off, but even if you like kiddie anime, it's not as good as Yu-Gi-Oh or Medarot/Medabots. Actually, it's sort of an annoying hybrid of those two. It's not serious enough to have an enjoyable plot, but it's not funny, either. And if you don't enjoy kiddie anime, I don't see why you would like a show like this anyway.
In short, buy the games, skip the show. They have the same ideas and the same characters, but the execution of both is a lot better in the game and they have great gameplay anyway.
