do a google search for how to play. the toughest thing is realizing when you have a 'legal' hand - this has to do with various combinations of tiles, and is rather complex at first. You really need a rules book/list, plus you must understand kan, ron pon, richi, etc. Definitely research first, or else you won't have as much fun as you should.

OK, at the start of the game each player has to build a "wall" using the tiles, 2 rows of 18 or 19 tiles each.
The dice is used to determine whose wall to start taking the tiles. The first throw of 2 dice determine who, the second throw determine which tile of the wall to take. Each player starts to take 4 tiles at a time, clockwise direction, until everyone has 13 tiles. Some people use 1 throw of 3 dice, which is the same purpose as well.
Confused? Yeah, it should be. You need to get hands-on experience to really learn the game. No point getting a guide to start....it will be confusing as hell.
