I mean, sometimes he seems smart or even too smart (the engagement ring story) for his character. Other times, more usually, he becomes TOO idiot, even for him.
My opinion with this little incoherence is that Gosho wanted him as the stupid character on the series, so the reader doesn't feel much dumb; but he couldn't help giving him some "stellar moments", perhaps to prove he cared for others, that he was a good character after all (can't explain myself better, I'm sorry, hope you understand what I mean) not just a selfish drunk uncapable buffoon.
My possible explanation to this would be: Kogoro actually IS smart, not as good detective as Kudo or Hattori, but a good observer with good deduction capacities after all. Why doesn't he prove it then, in most of the cases? My answer: Beacuse he has other more predominant characteristics: he's irresponsible, egocentric, impacient, etc. He proves many times that, although he's a good guy, in the end he cares MUCH about himself and his fame. In any case he just wants to solve it ASAP and become more famous without really working on the case. When he really wants to work something out (his friends' case, the ring case...) he's proved he's really capable (perhaps with a little help from Conan), and he can act seriously, and taking things with responsibilty, not judging from the very beginning (i.e. the Hatamoto case).
And -phew- that's all... What do you think?

I agree completely.
I also think that Kogoro is smarter than he looks, and in fact, I like the character very much. The fact that he is a Judo expert only adds to the character even more (Judo practitioner here ^_^).
