No contest.
Dead or Alive Extreme Beach Volleyball.
Has there been any other game in the history of videogaming that's had about 50,000,000,000 news releases before it's even close to complete? Thought not.
Runner-up: BMX XXX. (Exasperated memo to programmers: "XXX" includes the area below the waist.) A game that was seemingly designed from the ground up to generate tons of undeserved controversy, then instantly flame out and never be heard from again.
Special mention: Every PS2 game that invariably gets mentioned on ALL the message boards: GTA3, GT3, MGS2, Devil May Cry, etc. etc. Sheesh, you'd think there wouldn't be a single game for this system that I'd actually enjoy.

Metroid Prime? I tought you don't have a NGC- 'cmmon, if this thread to be serious, you should only rate something you have actually beaten or at least played more then four hours-
Same for the guy who rushed Tomb Raider, don't judge something you have not played yet- I have just seen the first screens for enter the matrix,and it looks horrible, but I wont rate it before it's actually out. And to anybody, it would be nice if you wrote WHY you feel something is overhyped instead of just writing the name of it.
Like this: Warcraft3, a good game, but the main difference to Starcraft is the 3D-graphics- not the inovative RTS every magazine was hyping for two years.
As for the PS2-emotion engine- I believe it's harder to programm then a sega saturn- still, Burnout2 is proof enough that it IS powerfull. More than any other PS2-game to date I believe.
