This is based loosely off of the World Tour Mode in SFA3.
CHARACTERS Every character from the SF1, SF2, SFA, and SF3 games would be selectable. SFEX characters are exclusive to Arika, so they can't be in the game.
MAIN IDEA You choose one fighter. You are then shown a world map, and you can go to any country you wish, one country at a time. There you fight every SF character from that particular country. You must clear it before you can go to another country. You start off without ANY special moves whatsoever. You gain EXP by defeating characters. With those points you can "learn" special moves and supers, and purchase alternate colors, special abilites (refilling super meter, infinite block, parrying, etc) and the like.
BOSSES Gill, Akuma, and Bison. After clearing all countries, three special stages will appear, and you can use every skill you've learned to defeat the bosses.
MISC Three "grooves": X-Groove: SF2 style. No air blocks, one pre-determined super, high damage A-Groove: Alpha style. Counters, multiple supers, air blocks, block meter, etc S-Groove: SF3 style. No air blocks, one super (selectable), parrying, etc.
Everyone's sprites would be updated with the CvS2 engine.
Like the THPS games, your fighter would have stats. You are automatically given stat points with every victory to add to areas like power, speed, etc. You can max out your fighter or handicap him/her.
A create-a-fighter option would be there. You can pick parts of characters and color them differently and such, and you determine his moves and supers.
Many new and classic SF backgrounds and themes would be included.

Create-a-character mode like that would never work in a 2D game, but other then that it sounds rather interesting.
