Robotnik! He captured all of Sonic's furry animal friends and imprisoned them inside his mechanical abominations.
Imagine the trouble he had to go to capturing all those creatures and mechanizing them... who would go to such lengths? PURE EVIL! ^^

I would vote Robotnik as well; you have to be a pretty heartless guy to take small furry animals and use them to power robots. You have to be pretty crazy, too; but I don't think we have any doubts about Robotnik's sanity. Who else would " mechanize " palm trees for absolutely no reason?

Morden may like big evil machines, and has a huge army of blindly loyal soldiers at his disposal, but I don't think he's as evil as some others; he's frequently very goofy, and he even works with the Slug crew a bit in 3 ( and his soldiers try to save him in two.. he must be doing something right if his soldiers care about him, no? )

I think Robotnik is a little goofy to be the evilest of the bunch. I'd probably go for Gannon, but then, I haven't played any Zelda games since the first Game Boy one.

Gannon for me. Not that I prefer his style over the style of other villains -- it's just that all the other villains are goofy, whereas Ganon's seriously set out to do some conquesting. (Uh, let's not count the Legend of Zelda episodes on the Super Mario Bros. Super Show.)
Of course, this might all be canceled out if Gannon's present in this next Zelda; if he is present, I'd like to see how Shigeru Miyamoto interprets him aesthetically and behaviorally in this next installment.

Dr. Robotnik is the most evil of the lot, simply cause he corrupts innocents to do his dirty work for him (Turning animals into robots).
Gannon could compete, but then it'd depend on what version of Zelda you look at (I think Zelda 64 Gannon is more evil than Link to the past...)
