It probably originated as woo, which became very popular durring the 90s for lame TV audiances to say, showing that they like something, or lamely acting like they like something when they falsely respect something. Before that it probably came from woo-hoo. IRC is a very likely sourse for the spelling, where lamer app kiddies who like to pretend to be hackers used to spell words differently such as I ownz joo suxors I am 133t haxors.
edit: please don't take it personal, I'm not saying anyone here is a lamer if they use the word, I'm saying that's where I'd suspect the spelling woot comes from.

ARGH! Due to an internet connection error, I was unable to close the tournament in time. And the big problem is that it was a very tight match...In order to write out the advertisement for the other thread, I assumed that T.K. won, since she had a 2 vote lead 1 hour before the tournament closes.
But since I did not come back on time to close the match, and that Satoshi now instead has more votes than T.K., it makes it very hard to determine who actually won it after 24 hours....Gee, this is the hard part that I hated...IT will be unfair for either competitor to announce a winner, or to stage a rematch.
Thus, I will have to decide that the finals of the Division West becomes a triple threat between Toxico, T.K. and S.M.. Three competitors in one final match, and the one with the highest vote wins.
I am sorry that such a thing has to happen, but there was no moderator at that time, and I was unable to log on online...

I'm sorry, too. It's a pity that none of the three "oficial" moderators (Beast, Toxico and me) coulde be there in time... This things happens...
However, I think that the solution you've provided, Beast, is the best one, this way no one can complain... I think (C'mon, Toxico, you like the challenge, don't you?)
