Nope, meter doesn't go up when MAX. NOte that when in MAX mode, you deal less damage, not more. So for characters with no specials to combo (ex: Clark), it makes it obvious what your aiming for in MAX.
As for Hiddens, most are fairly useless as of now, since most people will turtle the instant you MAX with low health. And some, like Billy's, will never work the second time, one they know what it is...

Here's all the ones I've confirmed. Note that not all of the commands are 100% accurate.
Kyo:      His Kamukura (throu) from 01.
Maxima:      Slides up and throws you like his Maxima Lift > Bunker Buster while opponent in on the ground.
Whip:      Pulls out a wierd-looking gun and fires a big blast.
Takuma:      Atemi. If the opponent hits, he does is ground punch, then hold them down for a while. I wonder if there's a follow-up.
Yashiro:      Ranbu. Does a bunch of different moves, including both Jet Counters, and finishes with an Upper Duel.
Vice: (in air close to opponent)       Grabs the opponent and slams them straight down, disappearing behind the Orochi pillar (the one with a skull). She then reappears above the opponent and knee drops them.
Mature: ??? I when apeshit and it came out. Jumps about a screens worth with a Despair like motion. If it hits, ranbu a la Darkness Illusion. She finishes with a kiss that blows them up.
Tetsuo: (in air)      I just wiggled the lever in the air and it came out. Tetsuo droops down, floating in mid-air, then his cape appears and he floats up, screen turning white a la Orochi's "Mu ni kaerou"
Choi: (in air)     Disappears, then slash marks appear in random places. For those who read Onepiece, it's "that" move. I think you can control it to some extent. The block direction reverses some times too.
Kim:         OG Hou-ou Kyaku. Slides forward like the old way and does the ranbu. Like the original, all the damage is dealt on the last hit.
Yuri:      OG Hien Hou-ou Kyaku. The start is rather slow, but she flies across the screen instantly.
Kensou      Shoots a pretty fast Choukyuu dan that does slight damage. After a short while it comes back and if Kensou touches it, it powers him up (don't know what though).
Chin:      Shoots a tiny ball and if the opponent touches it, they catch on fire.
Terry:      Shine Knuckle.
Andy:      Chou Reppa Dan. Heard it's supposed to do something, but didn't get it to hit when I tried.
Joe:      Double Cyclone a la CvS2. Difference it he shoots them out. Right one goes left and the left one goes right.
Yamazaki:      Knocks opponent down > brings out both arms > Hebi-tsukai *n > picks up with teeth > toss to other side. With his mouth gaping wide open so fluidly, he looks like he's from Metal Slug.
Billy:      Throws his bo away > cowers a la FF1 > if opponent attacks > stick comes back and does a ranbu. I love this hidden, but motion is way to flashy for an atemi, so most people won't fall for it.
Vanessa:      Gaia Breath. Body blow launching opponent up > corkscrew. She even says "Go to heaven!" First Helion and now this. What is this lack of originality?
Ramon:      Yells "Viva! Mexico!" and runs up. If it hits, he does a ranbu, including 4 sobats > hammer throws the opponent against the wall > opponent bounces back wrestling style > finish. There are several finishes 1) drop kick 2) somersalt > head butt 3) somersalt > plancha
These are all the ones I've confirmsd.

OK...so to do the hidden SDMs, you have to activate custom combo mode (essentialy), then do a relatively difficult motion, to do a move with starting lag and VERY obvious to see coming? Sounds like they should have made them unblockable, but that would've sucked.
I say that doing one should have cost you all your stocks, and they should have brought back the infamous old FF hard-ass motions, but they should have been hella quick to come out. From the sounds of things now, many of these are pretty useless. Like Billy's, now if the opponent sees you go into MAX mode with Billy, then as if they'd go offensive on you, knowing about his HSDM...

Haaahhh...The counter-mode turtling tactic all again... I wonder of HSMDs have anything weird or special, like big guard crush possibilities in the middle of blocking it or being hard to evade (roll), big thick damage or anything more than simple damage...
I think they should have been:
1/4 health, Max mode, 1 stock.
1/6 health, 3 stocks.
Then again, this is the first time that HSDMs have been included thus faults are expected (from my view point anyway); I hope that with time the feature will improve.
