Well it could be a mock up to represent the game. Since there's no reason the "also includes Shenmue the Movie DVD" to be so large on the main cover...
EB had up (and I think some kiosk still have these) a much nicer DoA3 cover with Hayate, Ayane, and Christe's faces on a grey background... it has the "Only on X-Box" bar and the "T" rating, but isn't the offical box art, the Orange Jann-Lee picture is... so point is, just because EB displays it doesn't make it 100% authentic final box art
to me it looks like a mock-up cover, but that's not saying the art isn't offical.

I think it looks fine, it looks enough like Shenmue to me, I can tell you who everyone on the cover is... I mean sure it's not ground breaking, but it's no different then the Japanese art... just stylized hand-drawn versions of the characters instead of CG vesions.

Hey, Hey! Let's not say things we can't take back... Megaman 1 had Robo-cop in neon blue holding a gun in front of an 80's night-club (or so it looked) This isn't anywhere near as bad... *is reminded more of the US CvS and CvS Pro box art*
