Someone on Slashdot said it best - "I have no problem with them charging used CD sellers royalty fees, just as long as they refund me that fee when I sell my CD."
Since I am pretty sure that is not the RIAA's plan, this might be the offense that finally makes the public understand how evil they have become.

This isn't the first time the RIAA has gone after used CD shops, though. They always seem to try and go after them every few years, and they fail for the most part simply cause it's hard to control the used market. Not to mention it'd cause all sorts of implications for other businesses who deal in used products and goods.
Besides, if they tax the shops it'll only mean the sale of used CD's will go underground (Buy and Sell, Online sales, etc). And they'd have a heck of a time taxing that.
Nice try RIAA, it ain't gonna work here...
