No, it's "Hell" (Gouki one is "Sky or Heaven" >>> "Ten").
"Man of god" is what's writed in Shin Gouki's back in CvS2.

I think Ryu's is "metsu" (滅), "ruin, destroy". Shin Gôki had this kanji in other games (Zero 3? not sure).
Shin Gôki in CvS2 has an original kanji, done with "god" and "man". since it is original, there is no sure meaning about it, but you can be sure of one thing : you should be polite with the guy who has this kanji on his back if you want to stay alive.
