As for chizuru, I'm not that good with her, but here's a few basic pointers...
Chizuru isn't that strong when she's in the air, si it's not sugested to jump unless she's at a good standpoint. She's basically good at pressuring the opponent from the ground.
To start off, she has a good set of poke attacks- Far (pretty fast, keeps opponent from jumping), Far (fast), and Far (makes her go forward a bit).
Once she's on to the opponent, she's got a number of combos that can be started out by her main attack- the crouching C. One of the well known vicious one is-- Crouching >   >    on the edge of the screen.
Aside from combos, she can also puzzle the opponent by executing the   or to the back of the opponent and make them wonder if the real Chizuru is actually in front of them, or in the back. Fairly effective to do when the opponent is waking up.
Chizuru's multiple attack super (   ... I think it has more invincibility with D?) can do pretty good damage if it hits. Her far makes her go foarward, so use it wisely while the opponent is being lynched by her images.
When it comes to defense, Chizuru is a but weak, since she has her anti-air attack(  has invincibility), and that's about it. so try to be on the offensive side. Also, I don't use it, but someone was telling me that her sliding is extremely useful since it keeps her pretty low. I'm guessing that it may act as an anti-air, and also lets her go through projecticles if lucky. Try to pressure the opponent enought that she doesn't have to be on the defensive side.
I think other can write about her much better than her, but there it goes for now.

Is there any footage of that tournament? I would like to see high level KOF98 matches, all I've seen are combo videos.
