The only ones off the top of my head are all Japanese games and most of them sucked too badly for a nation-wide release. FIST, Blue Breaker, Saber Marionette, some Ranma 1/2 fighter and some Saturn fighter whose name I forgot, with Gamest written all over it. Actually that last one was pretty good, but it's probably really hard to find now.
I think you are talking about "Sonic Council" (sorry, forgot japanese name, with about six kanji...) This game was seiyuu service : every character (there was about 11 girls ans 2 guys...) had the surname of her(his) seiyuu... Ai for Ai Orikasa (Ryooko from Tenchimuyo...) Aya for Hisakawa Aya (Sailormercury...) Kotono for Kotono Mitsuishi (Who ? ^_^) ... So many famous seiyuu...
For the game support, can't remember...
Mitsuishi Kotono played as Misato, Usagi/Sailor Moon, Arle of the first few games of the Puyo Puyo series, Christie of Dead or Alive III, Kyoko of the Justice Gakuen series, etc.
I thought a game in JG did, but nope.

Voice fights : Misato Vs Asuka (Eva) = Kyoko Vs Sakura (Shiritsu Justice Gakuen) Mireille Vs Kirika (Noir) = Christie Vs Hitomi (DoA 3... good by Tange Sakura...)
Seiyuu pun : in TV series Tenchimuyo (Tenchi universe in US) episode 8 (if I remember corectly...). Mecha-Washu, when performing her smash during volley-ball, screams 'ATTACK !'. It's a reference to 'Attacker You' a famous anime about feminine volley-ball, cause (Mecha-)Washuu's and You's seiyuu is the same : Kobayashi Yuuko...
