Here's what i found out.
The OUTRAGE Weapons and their users:
there are 8 OUTRAGE plans left behind Fredrick, 2 were lost. The other 6 were made.

Fireseal - Sol
Thunderseal - Ky
Searing Fang - Testament
Stopping Fan - Anji
White Lake - (has not appeared yet).
Increasing Devotion - (has not appeared yet).

That's weird, I thought Fredrick made one big outrage, and then split them to 8 pieces since nobody was strong enough to control it...?
