I've been curious as to where this anime trend (if you can call it a trend) of having dark skinned people with white hair come from?

Light and Dark goes well with each other.
I don't recall anything specific that started the trend, but it does work well due to the contrast of the colors.

There's a ko-gal fashion craze that went on in Japan for a while where young girls would get dark tanned skin, and dye their hair very light. This may have started the fad in games and anime also.

I don't really care, it looks cool. It also avoids political problems because no one has that combination of colors. I'm not black, does anyone who is know if it is even possible to color your hair white?

This also reminds me of Gunsmith Cats, one of my favorite manga, and everyone wondering what the hell race Rally is. The current front running theory is that she is Indian. Either way, Rally is cool.

I think it comes froms the fact that in manga, you only have black and white, so black characters don't have many choises regarding their hairs...(that's why there are so many blond japaneses in manga too)
I suppose you were thinking to Original Zero when you asked this? I think that his drawing in the demo (not his Rugal-like head when you fight him) are a reference to the boss of the 6th part of Jojo, the father Pucci (who is black and has white short hair in the beginning of the manga). That would be the 3rd reference to Jojo in KOF I found, I'm sure there are many more...

And K', Elena, Krizalid, Urien, altenate colors for some characters in game and some color schemes for some character edits. I just find it odd being black and all. Not that it's a bad thing--wish I looked like K' (but nooo, I got to deal with Urkel jokes).

There's tons of blonde Japanese women in games and anime.

Is there any ACTUAL born-blondes in Japan. Or do they just die their hair like that? I don't see too many Japanese with blonde hair.

I gave one of my orginal characters white hair with tan skin. I'll pretend like my reasoning for such can be appealed to other's reasoning as well...

1.Makes them stand out in the crowd: Look at a group shot of the cast of VF4, (or if nothing else a group shot of the girls of VF4) Vanessa is probably the one you will notice first since aside from being forced into the front of the picture with Lei-Fei to show of the new characters, her hair's dramatic contrast with her skin turns her into an excellent focal point.

2.Exotic Look: To many people darker skin symbolizes the people of some far off land they've only heard about and only rich people can travel too (be it parts of South America or Africa were people have darker skin tones by birth, or places like Australia or the French Rivera were it's caused by pale folks burning in the sun) Pure white hair is also uncommon in younger people unless dyed, so there's something imidiately attention grabbing about someone with natural white hair. Combining the two makes it far more believable someone is from a far off place (ie-the Atlantians in the god awful "Atlantis" were all tan with white hair)

3.Genetics: This is probably only for my character, those mother was extremely pale with white hair and ummm... other mother had tan skin with darkish hair. I'm not sure of any Dark Skin/White haired characters who are so because of genetics, but I know genetics has to be used to determine looks of some characters...

No, most Anime hair colours are just done to be colorfull and appealing to the eyes, and to add some personality to a character visually.

Although Fruits Basket does play with the hair colour issue in a very nice, and fun fashion.

Oh, I thought Indian Indian. See, at my HS, there was a much much higher Indian Indian population than Native American. I called the native Americans...well, native Americans and the Indians Indians. Now that I am in college I find that almost everyone refers to native Americans as Indians. It's confusing. Either way, they both have dark skin and black hair, but Indians' skin is darker (at least than the native Americans I have seen).

All of your reasons make sense. Number 3 strikes home since I created a character who's parents are an interracial couple, thus she has tanned skin and blonde hair.
