I'm a little surprised that the consensus seems to be that Ryuhaku (unless he's in the military, I'm not on a last name basis) isn't all that bad. He seems exactly like the kind of character that nearly everyone would roast over a spit; old design, little history, no really important storyline, came from lightly-regarded game, and of course, the one-dimensional offense. Bao is the freaking Jar Jar Binks of KOF, and he doesn't have half the strikes against him that Ryu does. (Oh, get off it...Capcom doesn't have some copyright on the word "Ryu". Doesn't Dead or Alive have a Ryu as well?)
Anyway, gameplay-wise, there aren't a whole lot of options with him. In a sense, this makes him a good beginner's character, since you don't have to constantly rack your brain trying to figure out what to do next. (Why don't the newbie Akuma-playing sacrifical lambs ever figure this out?) In general, abuse the combos he has...there are like two or three of them, shouldn't take long...make use of his long-range kicks, and Kanseante until it hurts. Other sites can give you a more complete rundown of Ryuhaku tacics.
In other words, don't assume he's a wimp, but at the same time, play to his strengths and be aware of his limitations. This could apply to a number of characters, but it seems to fit him more than any other.

Actually, if there's anything the run-away success of CvS2 proves, it's that old design, limited storyline, and lightly regarded game have no impact on a characters popularity, or success. Not to mention, the fact that Todoh hasn't been seen in well over 5 years makes him that much more desirable to use.
On the gameplay side of things, I think his limitations are actually his strengths. Although it takes a lot of effort, and fast fingers / thinking, Todoh can diffuse just about everyone in CvS2 with the same basic strategies. It may not be terribly pretty, and nobody's going to say he's really "deep" but on the over-all scale of things, being that he doesn't have a crap load of strategies and technique like some of the "gods" makes him that much more effective.
You really have to think of it this way, in the case of like Kyo, Rock, Ryu, Gief, etc, you have to play it by ear, and use what's effective against your particular opponent. In Todoh's case, you use the same basic traps and interupts for everyone, and it all seems to work out most of the time.

Funny story...I was tryin out SFA on a Saturn display at an Electronics Boutique store, and I tried to get Akuma. Random select gave me Sodom instead. Tried him out, he was pretty cool to use.
Out of boredom, I started to use nearly everyone in KOF98. Totally started to like 'em. That's also how I learned how cool Clark is.
Branching out is definitely a good idea, who knows, some characters you once passed over might end up becoming your favorite...
