Yup. But it's more refined this time around. No more four ratio 1 teams(those took too long), and ratio 3s and 4s are MUCH stronger.

Yes but it isn't as defined as in 1. You can have ratio 4 points to use. You can have up to 3 characters, no more 4 person teams. The more points you put on each character the stronger they are.
So you can have
R=ratio
R2+R1+R1 R2+R2 R3+R1 R4
