Last time I've checked, Microsoft said that they won't be fixing the tray. I'm not sure if they'll keep their word though, because I've heard that they actually exchange the tray with a fixed one if you send it to their support for repair.
If you're thinking of Getting a Japanese XBox, it would probably be better if you wait for a while, probably until all of the first manufactured shipment is sold off.
Shouldn't be much of a problem as long as you're not thinking of the Limited Edition.
