On IE, the Drawboard should load without any plugins at all. If it doesn't, I can only think a few reasons-
1- Your IE security setting is too high for the applet to load.
2- Your Java is disabled.
3- Your ISP or Network security is too tight (possibly a firewall inbetween).
4- If you upgraded from IE3/4 and didn't update your Java VM, it may not load. I've personally never heard this happen tho'.
Words of a wise old flirting man: Yeah Honey -I love you too.

Tried altering security settings and making sure Java was enabled, yet it still won't load.
This Java VM...where can I update it from?

Java VM (Java Virtual Machine) is a component in your Windows/IE that allows Java to be run. The latest JavaVM can be downloaded at http://www.microsoft.com/Java/ .
Although installing a new Java VM also patches up security holes from older versions, Note that the patch can't be uninstalled once you install it. So I'm not sure if you'd nessesarily want to do it -it'd be a risk you'll have to decide on.
