I don't have the first hand experience to confirm it, but from what I've read on various sites (both Japanese & English), it all depends on which region DVD kit you plug into the 'box.
So initially, Xbox itself doesn't have the DVD region specified and it is solely controlled by the DVD playback kit.
Be aware though, I've heard that once (or for an unspecified times) you plugged in the DVD kit, the region code sets in permanently on the system itself. So no swapping for JPN DVD kit after you've plugged in US kit, and vice versa...
Also, no info on PAL DVD compatibilities yet.
