I bought it, and returned it in two days. I thought to myself at the time, "Hey, it's a crime game from Rockstar - it's got to be good!" Boy was I wrong. It's incredibly simplistic, the combat is nothing but button-mashing, and the missions are pathetic (the box advertises over 180 missions - most are "Go here" or "Beat this guy up"). It's got action, sure, but you're the only one in the "riot" actually doing anything, which sucks. I expected general chaos, but the other people simply run around like imbeciles, sometimes carrying items (I guess that's their idea of "looting"). Oh, and the cops ignore everyone but you, even if they are morons in combat. To cap it all off, the music is pathetic, and there's very little to unlock. It gets very old, very quickly. Some of this could be mitigated by a two-player mode, but the fact that there isn't one is the finishing blow to this game. Rent it if you're curious, but don't buy it. Stick with Dynasty Warriors 3 for your beat-em-up needs. (or better yet, emulate the old 2-D ones)
